全球每 2 分鐘就有 1 人因溺水喪命（WHO 2024）。台灣四面環海，意外卻常因失聯後沒有座標而錯過黃金救援——救援從第一秒就變成大海撈針。
Every 2 minutes, someone dies from drowning (WHO 2024). Surrounded by sea, Taiwan keeps missing the golden window because there are no coordinates once contact is lost — the search becomes a needle in a haystack from the very first second.
通訊死角Communication dead zones
近岸 0–15km、山林與偏遠地帶無 4G/5G 覆蓋，失聯後完全沒有即時位置。No 4G/5G within 0–15km of shore or in remote areas — once contact is lost, there is no live position at all.
搜救冗長Prolonged searches
傳統盲搜 60 分鐘至 72 小時，人工目視效率低、救援資源大量浪費。Traditional blind searches run 60 minutes to 72 hours — low visual efficiency and huge resource waste.
缺乏管理工具No management tools
業者無法即時監控學員位置，意外後責任難釐清，承擔高額賠償風險。Operators can't monitor positions live; liability is unclear after incidents, creating high compensation risk.

颱風洪水致基地台毀損時，LoRa Mesh 仍可獨立運作。救難志工配戴裝置進入災區可被追蹤，Edge AI 區分安全撤離與受困待救，可與消防、海巡合作。When typhoons or floods knock out base stations, LoRa Mesh keeps running independently. Volunteers wearing devices are tracked in the field, and Edge AI distinguishes safe evacuation from those trapped — working alongside fire and coast guard teams.
